Remove and set aside. 3. In the same pot, cook onions until golden brown. Add ginger and garlic paste. 4. Add whole spices, cumin powder, and coriander powder. 5. Return the meat to the pot and mix with the spices. 6. Add water and simmer on low heat for about 2 hours until the meat is tender. 7. Remove the meat and add soaked basmati rice to the stock. 8. Cook until most of the liquid is absorbed. 9. Return the meat, carrots, and raisins on top, cover, and steam for 20 minutes. 10.
