In a large bowl, whisk melted butter and brown sugar until smooth. Mix in the eggs and vanilla until fully combined. In a separate bowl, whisk together the flour, baking powder, cornstarch, cinnamon, and salt. Fold the dry ingredients into the wet mixture until just combined. Don’t over mix. Spread the batter into the prepared pan. In a small bowl, combine the cinnamon and sugar. Sprinkle the cinnamon sugar evenly over the top of the batter. Using a knife/chopstick/skewer, swirl it into the batter. Bake for 30-35 minutes or until a toothpick inserted into the center comes out clean/with a few moist crumbs. Let it cool completely. To make the icing, mix the cream cheese and butter together until combined. Add the powdered sugar, vanilla, and milk, mix until smooth. Drizzle over the cooled bars.
