Cook the chicken in a large skillet over medium heat until browned and cooked through, then set aside. In a separate large pot, cook the bacon until crispy. Remove the bacon and set aside, leaving the bacon grease in the pot. Add the diced onion and sauté until softened, then add the minced garlic and cook for about 1 minute. Stir in the flour and cook for another minute. Slowly pour in the chicken broth while stirring. Add the chopped broccoli and shredded carrots, then add the milk, heavy whipping cream, and chicken bouillon. Bring the soup to a gentle simmer and cook until the vegetables are tender and the soup has thickened. Add the cooked chicken and gradually stir in the shredded cheddar cheese until melted and creamy. Stir in the crispy bacon, reserving some for topping.
