Add cloves, bay leaves, cinnamon, whole black pepper and black cardamom. Mix well. Transfer to a pressure cooker. Add water, garlic bulbs, dried red chillies, black pepper powder, cumin powder, coriander powder and salt. Close the lid and cook for 10 minutes after the first whistle. Allow the pressure to release naturally. Add the soaked rice, close the lid and cook on very low flame for 6–8 minutes. Turn off the heat, let it rest for a few minutes, then open the lid and allow the steam to escape.
