To prevent Stagnant Water, Mosquitos (West Nile Virus), harmtul bacteria growth, meandering, flooding, property damage and also to prevent flooding of the pedestrian tunnel that connects the back parking lot under the highway. An "Estuary Restoration Project" here is a BAD idea. Also that project will remove a minimum of 65 public parking spaces, and will have forever maintenance costs that will have to be covered by tax payers. When the wave riding community "breaks the berm" simply speeding up the inevitable. If this water is trapped and sits for days, weeks or months it becomes extremely polluted and smells really bad as well. The wave riding community also saves money when they break the berm, since the city has to use a bulldozer to do the same thing and keep this creek flowing straight, and prevent flooding etc. It is not illegal to do so by hand or with a small shovel in this location. Also riding of the creek wave is a protected activity REC-1 REC-2 stipulation in the Basin Plan, by the San Diego Water Board.
